GUANGZHOU Ivan Provorov Flyers Jersey , May 8 (Xinhua) -- In the southern Chinese city Dongguan, a precision mold processing plant is replacing nearly 2,000 workers with 1,000 robotic arms.


One of biggest production cities in Guangdong province, Dongguan is experiencing a harsh labor shortage, with about 100,000 workers needed for the region.


As a result, automated factories are seeing a surge of popularity.


Dongguan's first "robot factory", owned by Evenwin Precision Technology Company, just shut down a staff dormitory ahead of the arrival of imported robots at the beginning of May.


About 100 robotic arms have already been put into service at the company's factory, while another 900 are being installed and debugged.


"Assembly line workers used to run computer numerical control (CNC) machines, which bred potential safety hazards and disturbed quality stability," said Ren Xiangsheng, executive manager of the company.


Ren said less than 200 workers are needed to operate and maintain the robotic arms which can achieve the same output that used to require more than 2,000 workers.


LABOR DRAIN


Development in Guangdong -- and the rest of China -- used to rely heavily on labor intensive manufacturing, and cheap labor is the key in attracting foreign investment. But the story has changed as the working-age population -- those aged from 15 to 59 -- is declining.


According to the National Bureau of Statistics (NBS), the population of the age group first showed a decline by the end of 2012, with 3.45 million fewer than the previous year. The year 2013 witnessed another decline of 2.27 million.


Ma Jiantang, former head of the NBS, said the declining trend in labor population will continue until 2030.


Labor costs are growing by 20 percent a year amid a dwindling influx of migrant workers, said Qu Suoling, chairman of the association of Taiwan-funded enterprises in Dongguan.


"The number of migrant workers looking for jobs this year is down by at least 20 percent," said an HR manager of a factory in Houjie Township, Dongguan City.


Strikes calling for better pay and welfare also break out occasionally.


Tens of thousands of employees from a factory making shoes for Nike and Adidas went on strike in April last year, demanding their social insurance and housing fund be fully paid.


With cheap and abundant labor no longer an option, companies are turning to robots to keep cost low.


"Though the initial investment in automation is huge, we are confident it will pay off in the coming years," Qu said.


GOVERNMENT SUPPORT


Central and local governments are also chipping in to help manufacturing companies in their automation drive.


Official data show the number of robots installed in the Pearl River delta registered an annual increase of 30 to 50 percent in recent years.


The provincial government of Guangdong has decided to invest 943 billion yuan (152 billion U.S. dollars) to replace human laborers with robots in three years.


According to an action plan published in March, the province will see robots used at 1,950 companies across industries like automobile, home appliance, textile, electronics and construction materials manufacturing by 2017.


The municipal government of Dongguan has also set up a 600-million-yuan fund to encourage local companies to install robots in the next three years, with replacing subsidies up to 15 percent.


In Dongguan, a 4.2 billion yuan robot replacement program will help local factories save more than 30,000 workers. Cost for such replacement could be recovered in two years, according to local authorities.


NURTURING THE DOMESTIC ROBOT INDUSTRY


Despite huge demand, China lags behind in robotic technology, and its robot manufacturing relies heavily on importation of key ingredients.


According to the International Federation of Robotics (IFR), foreign companies like Swiss robot maker ABB, Germany's Kuka and Japan's Fanuc account for more than 70 percent of China's robotics market.


China will buy another 1.55 to 3.44 million units of industrial robots in the next few years, meaning the country will eventually become the largest robotics market in the world, according to a 2014 report released by the IFR.


Su Bo, Vice Minister of Industry and Information Technology, said in 2014 that China will strive to make breakthroughs in key robotics technologies.


Last year, Guangzhou set the goals of fostering a 100 billion yuan robot-making industry and having 80 percent of the city's manufacturing done by robots by 2020.


The province also plans to build two advanced industrial bases for robot production by the end of 2017.


"Rising demand for robots will definitely draw more investment to the industry and encourage domestic innovation," said Li Yuewei, marketing director of a robotics technology company based in Shenzhen.
